MS-Dos mode Broken

Recently, I reinstalled Windows 98 on my critical business machine hoping to correct some device conflicts and erroneous restarts. Most everything is working fine again with the devices. The problem is that after a couple of days I wanted to go in to MS-DOS mode for DriveImage and found that I cannot put my machine into MS-DOS mode any more. I have looked at all the verions of config.sys and autoexec.bat and properties for all the .PIFs in the Windows directory and find nothing to fix the blinking dash a the top left corner of my machine when a try and leave Win98 to MS-DOS mode.
One place to check is c:\windows\dosstart.exe. The "Restart in MS-DOS Mode" command runs this first. It's supposed to run for you the DOS commands that were removed from config.sys and autoexec.bat by Windows installation. Some, however, may be locking up your machine.
