I get this error when I type Setup.exe in MS-DOS when i'm trying to reaload Windows 95.
If you have HPFS or NTFS installed on your hard drive, you will need to create an MS-DOS boot partition to set up windows.

You'll need a primary DOS partition of formatted as either FAT16 for Win95a or Either FAT16 or FAT32 for Win95b. From your DOS prompt type:
FDISK (ENTER)
Choose (N) for large disk support & then choose option 4? (Display partition information). Post back with the information it shows.

I had the same problems before, but when I first installed MS-DOS 6.22 and then ran the setup it worked. Otherwise try running FDISK and low-level format the drive to the FAT16 File system.
