It's the DOS driver for a CD rom (MicroSoft CD EXtensions). Windows has its own CD drivers, but if you're trying to use it in DOS (to install Win 95 for example!) you need to include MSCDEX with the appropriate parameters in config.sys for your CD to be recognised by DOS.

Callan is close, I believe, but a little bit off. You need two files to make a CD-Rom work under DOS/Win3. First, a driver has to be loaded in the c:\config.sys file, then you load mscdex.exe in the autoexec.bat.
