Moving, blinking icons on desktop

Running Win95. From 4 to 6 minutes after bootup, my desktop is working fine. After
this point, I hear the disk run for a second
and when moving my cursor over my icons on the desktop, the icons move around and it's hard to catch the icons.

Is this a virus?

Any possible solution this this problem?

Basic description : Trojan/IconDance is a Trojan that works on Windows 9.x and Windows NT systems. When it is run it minimizes all open windows and moves all the icons on the Windows desktop. These icons will be arranged in a line that will move across the screen. Then, this line will follow the mouse pointer.

just wondering is there anyway i can possibly and safely get a copy of that virus without getting my system infected? and would it do anymore damage than just making the icons dance??....i would like to play a joke on somebody...:-)....ah and would it affect windows xp?

No..A virus is no joke and probably you will need to catch one on your computer once to understand that. There are probably some java scripts out there that will do what you are asking. But, per your question, it appears you wouldn't know how to use java scripts anyway and also XP and Microsoft have issues with java unless you download the program.
