Mouse over boxes!

Does anyone know a way to solve the pop-up text boxes that appear blank. I'm talking about the text description boxes that appear when you hover the mouse over pretty much anything in Windows (in my case 98SE). For example; if you hold the mouse over an item in your system tray, a little box with it's description or status will pop up.
I've searched for solutions under anything from "mouse-over text" to "tool-tips" to "hover-text" with no luck.
This problem is driving me crazy, especially when I'm leaning new applications or if i wish to view current information about something!
For the sake of my sanity, any suggestions will be appreciated...

Go to Start, Run, type in msconfig, hit OK, go to Startup and remove the check next to 'Tips', click Apply and OK. Follow any prompts.

If I read you rightly you "want" the tips but they are blank - no text in them.
You could follow Bryco's suggestion which should remove them totally, then after re-boot put the tick back. It probably won't work but there are many Windows problems that can be solved by taking things out, re-booting and putting them back again.
