It won't find the modem until the drivers are installed. Locate the correct drivers for the modem, remove the 'PCI serial controller' from device manager and reboot. When it comes up with the 'new hardware found' message, browse to the location of the drivers to install them. Then go to 'modems' in control panel to complete the setup.
