Mouse double clicks on single click Why?

Have a Windows 98 PC using a PS/2 Microsoft IntelliMouse with a wheel. Basically what happens is that when I single click on something, I get a double click reaction.
Things I have tried with no success: - Gone into Control Panel and tried to change the double-click speed. This won't even work because on the first click of the mouse, the program thinks it's been double clicked on. - In the same Mouse Properties box, I made sure that "double click to open an item" is selected - Used the mouse properties in Tweak UI to try and change the click settings. - Uninstalled and reinstalled the video and mouse drivers - Cleaned the mouse and it's insides - swapped out a brand new mouse (same thing occurs)
After doing all of these things, I am stumped. If anyone could help me I would really appreciate it. Thanks.

Go to My Computer/View/Folder Options/General/Custom based 'settings' and make sure that it's not set to single click.

I often get this problem. It's due to the cheap microswitches that everyone uses for mice. The only solution is to fix the switch - either take the existing one apart and clean the contacts or put a new switch in. I buy cheap mice just for the switches and throw the rest away.

Hmmm, that could be it, but I did swap out the mouse with a new one that works and the problem still happens.
Can you elaborate on what exactly these switches are and where they are located on the mouse. Thanks.

whoops! the answer fred gave was the one I was looking for. Sorry, I was reading it too fast, so I thought he was talking about checking the single click setting in the Mouse Properties. Sorry! Thanks fred and everyone else who responded.
