CPU/Ram: amd k6/ 500mhz

Lately, I have noticed that when I put the pointer on the bar on the right side of the screen, and click the left button on the mouse. It moves too far down the screen, so i am missing some of the page. What cause this and how can I get it to move only the lenght of the page I am viewing and no move way pass the stop point. The computer is a compaq presario 7360. With a MS mouse with a scroll wheel.
