Norton Personal Firewall alerts me that PTSNOOP.exe attempts to access sojai13.cjb.net (213.234.161.144) once I dial up and make a connection. If I deny it (without a global rule) it will attempt again every few seconds. Looks very suspicious... It doesn't appear that the communication it is attempting is system critical, because denial has no noticeable effect. Now I've read the endless dialog about PTSNOOP.exe appearing in the system tray. That isn't my concern. I'm wondering if anyone else has noticed it attempting to "reach out and touch someone"...

The best advice I'd give for PTSNOOP is to disable it. Go to start, run and type msconfig the press ok. Go to start up and knock the tick off load=ptsnoop.exe - it's known to cause problems.

You probably have a PCTel Modem.
PTSNOOP is a token program that waits for a program to request the COM port to be opened. Then it makes sure that the modem drivers get loaded if they are not.
PTSNOOP can be found with several different modems, such as the MICOM HSP PCTEL and EPS Technology COMM WAVE PCMCIA modems. It is not mandatory for proper operation, and the manufacturers list removal of PTSNOOP in various steps of their troubleshooting procedures.
