When I boot up my computer...the screen starts blinking on and off...when it opens up to my desktop it is still blinking constantly and the screen looks like it is safe mode, but doesn't say safe mode...I can get to my display properties by right clicking on the screen between blinks...it show up 16-bit...my 256 and other setting are gone...I am using a gateway EV700 monitor...Can someone help me with this problem...

I can only offer a few things here:
1. your Monitor needs a new INF file, check Gateway's web site or see if you got any disks with the monitor and see if you can install an INF file for it.

2. Your monitor is dying.

3. The power cord is not plugged properly or there is a loose connection between the monitor or the graphics card.

4. Ensure that the refresh rate is correctly set. If you are unsure of this consult your monitor documentation. Set to 60Hz and work up from there, 75 Hz is for a nice image and less eye strain but 60 Hz is minimum. You can access this in the Display Properties area.

I have my restoration disk and win98 disk...would the file be on it?

Comfrim your monitor spoil.Don't need repair
because nowaday monitor is very cheap 15"Monitor only about S$185.00(Two years warrenty)

Try this. Go to DISPLAY in the Control Panel. Select SETTINGS then click on ADVANCED. Click on ADAPTER tab. In the Refresh Rate drop down box pick the OPTIMAL rate. Click Apply and ok. Restart computer it prompted. If this does not work go back to Refresh Rate and choose the fastest setting possible.
Be sure you write down your original refresh rate setting before changing the rates.
If the above doesn't work be sure to change you refresh rate back to origial setting.
