I recently built a new computer specs below:
K7VT2 ASRock board
Athlon XP2000+ processor
512MB PC133
DVD-RW
DVD ROM
64MB Geforce 2 (AGP)Using existing keyboard, mouse and monitor.
The monitor still works fine on my old machine, however with the new one it flickers pretty bad on bootup and again during games.
I have tried 2 different 64mb graphics cards. 1 of which i know works with the board because this aint the first one i've built (tho others were with diff monitor).
Is it therefore most likely to be the monitor?
It is an old one. Just don't want to get a new monitor and find it doesn't solve the problem.I've already played around with the refresh rates.

Was just going to tell you to change the refresh rates, but I see you have done that already. Since everything else seems to be correct, I would try this monitor on another pc or use a friends pc. If it flickers on theirs also, it's time to get a new one.

Nah ... as i said, the monitor still works on my old machine (the one i'm using now).
But this is a celeron 500 with 4mb onboard graphics and the new one is an a 1.6ghz with a 64mg AGP card.
Is it therefore possible that the monitor can handle this one, but not the newer one?

Some cards seem to put out a stronger signal than others. VGA output is an analog signal that is affected (weakened) by cable length and cable quality. I have one old monitor that is 50 feet away from the system and it flickers when attached to an Nvidia Ti4200 but is fine with an ATI Radeon 8500. When its near the system its fine with either card.
