Sounds like the modem is stuck 'open'. Have you tried uninstalling and reinstalling it?

What kind of modem? I've had problems with alot of 3COMs doing that if their was a different modem installed before it.
If it's a conexant or lucent chip you could try adding it as a generic 56k modem using the Add New Hardware wizard if your having problems finding the right drivers. The problem is that you are either installing the wrong drivers or their are old ones still on your machine that are loading so you need to get rid of those first.

Its a conexant, its the one that was came in the computer. We had a problem with it not long ago it got hit by lighting I guess and was messed up and we had to get a new modem but about 4 months using the new modem the other modem started working again and we took it to best buy because we didn't know what was wrong with it. After them telling us we didn't need the other modem we took it out and started working off the old one again. Then again the power went off while it was on and we haven't been able to get the new or old modem to work in it.

Open a dos prompt and type scanreg and create a backup of your registry. Go into device manager and remove all modems listed. Remove all the drivers for both modems from add/remove if listed. Check on the driver CDs and find the files that are installed and search for these on your machine and delete them if you find any. Leave them in the recycling bin until your sure you haven't deleted the wrong files. Shutdown your comp and remove the modems and turn your machine back on. Then try to install (one) of the modems again, and use a different pci slot. If it doesn't work then repeat the above process, but this time before you install a modem, clear the CMOS. Enter the Bios and make any settings changes you need, such as the time and reboot, then shutdown and try again, if that doesn't work, it's probably time for a new modem. If your right about the lightning, their is also the possibility that your motherboard was damaged.
