Modem Problem

Can someone give me an idea of this problem. Fixing a friends laptop reloaded 98SE, detected a modem VoiceView 28800, the modem would dial but all the while you could still here the dial tone in the background and no connection would be made. Went to Compaq (Compaq Armada 7710mt) and downloaded the new drivers, when installed it detected a new modem Compaq 7000 series Global Speedpaq Telephony, this modem does the same thing. Tried opening Hyperterminal and changed the dialing to pulse and it made the sounds like it was working, but the sounds went to a new level of crazy, and then under it all I heard the operator voice (barely). I cannot even get the specs of what speed this modem is, not sure of what init strings to put to maybe pause it up a little, or if it is even really the modem that it thinks it is. If anyone has an idea, I would appreciate it. ON a goof I tried a Hayes Compatible driver (9600) and it gave me the same thing with the dialing and the tone underneath, also added ,,,, after the phone number and tried it before the number. Seemed to give it a pause, but same prob. Thanks again

Just a guess! Are the Phone and Line cables reversed on the modem?

Its an internal modem and the phone works fine when its plugged in, not sure exactly what you mean or how that could be checked?
