Modem Problem in WIN 98

OS: WIN 98 SE
CPU/Ram: AMD Athlon 1.4 1G RAM

My Neto Dragon 56K PCI Voice Modem seems to be properly installed. Yet when I try to use it or get a diagnostic reading, I receive the following error message:

MTLMDM
Can't Load Stream Manager

Help!? What is this and how do I fix?

seems to be installed correctly??
could be a bad modem. i've never heard of the brand of manufacturer.

Thanks. The modem works and is installed properly (I checked the modem and the installation procedure on anither computer).

I think this problem has something to do with the drivers that come with Win 98?
