There are many possible variables that you didn't cover in your explantion. To cover the most common situation, go to device manager and remove the modem. Restart windows and see if windows finds it and reinstall the drivers. If windows doesn't find it - check to see if it is Plug & Play. If not you will need to use the Add Hardware options and set up with the correct IRQ. (Did you add any new equipment that may be using the same IRQ is another possibility).
If the comm port is not responding or not being recognized you will more than likely have to run windows setup to correct it. That don't mean you will have to format and loose all your data, just that you will probably need to run windows setup to fix corrupted or missing files.
