Modem double dials

My PIII is connected to a external modem. When I have the modem dial I get the dialtone and the phone rings but it never connects. I then cancel the connection and do it all over again. And time it then connects. This may sound stupid but it is extremely irritating. How can I solve this?

Modem type is a Duxbury external 56k.
It never used to do this but something now makes it dial and the phone at the isp rings and rings. (If I leave it it will just continue to ring) I then cut the connection and try again. On the second atempt I always log in withing 15 seconds.

My ISP has several numbers to dial out to, if if doesn't connect to the first number it tries another.Which is great until they change some of their numbers. Is yours set to dial out to a single number?
