In your post you said you don't have a floppy drive but then use a boot disk. Does this laptop have a floppy drive?

Are you using a known good boot disk? Also make sure your floppy drive is the first boot device in your BIOS.

Do 1-4 on the computer you are reading this with:
1. Go to www.bootdisk.com
2. Download a Win98SE bootdisk file.
3. Format the disk that doesn't work (don't 'make an MS/DOS system disk' or whatever)
4. Run the downloaded file with the disk in the drive, it'll make it a system disk
5. Start the laptop and go into the BIOS and make sure that it is set to boot from the floppy first of all, and then second, 'Hard drive' or 'IDE-0' or similar. If you can't change this don't worry, but if you can, you must.
6. Start the laptop with the floppy in the drive.
7. When you see 'A:\>' type

sys c:

8. When it's done take the floppy out and reboot.
9. You should see 'C:\>'. That means success!
10. Put the first 98SE floppy in and install Windows.

Hope this is what you need to know. Let us know how it goes.
