missing win.ini file

All of a sudden my WINDOWS 95 burps on load and says in cannot load the file RECEIVIN.exe in the WIN.INI file. "Make sure the file exists or remove reference..." Has anyone heard of this file? Google is coming up empty. THis seems to cause a fatal error, which if I accept, will then continue to load windows fine. However, I can't run scan disk because it says that I am running too many other programs - nothing else is open though. Help please
WELL, DONT WORRY! open the win.com file either in word pad or MS word, and look for the line that refers to the file in question. just type rem before the beginning of that line and give a period (spacebar)
like:
rem qweerrt
where qwert is the line.1 do this fr all lines reffering to that file.
u have uninstalled some s/w improperly,

Let's not confuse win.ini and win.com. They are very different items. The one you want to edit is win.ini, it contains some windows configuration settings and is in text form, win.com is a dos executable, needed to start windows boot up before win.ini runs.
