Is your network card installed properly?
If not the icon will not be there. Did you reinstall Windows 98? If so add new hardware in the control panel and install your network card. Then you will have to set your protocols up in network porperties. Also make sure that the other computer has file sharing enabled in network properties and that the drive you are mapping to has sharing enabled (right click on the drive in "my computer " and select sharing.

I have a similar problem. I have installed my network card. I have no network neighbourhood icon as I previously turned it off using TweakUI (I think). If I right click on "My Computer" it does not give me the option of file sharing.
