missing vcpqapmd.vxd

At boot I am getting the message that a file indicated by SYSTEM.INI is missing. The file is vcpqapmd.vxd. I have no idea what this file does. In regedit it has staticvxd next to it. All I know is when I try to open QUICKEN it says the link the shortcut refers to is not available. Also in my control panel, the icon for users a windows icon, and I cannot access the user settings. Also the internet icon is the same way. I would really appreciate some help.

I did a virus scan first thing. Nothing. I finally had to settle for deleting it using regedit. I would still like to know what it does.

Following up on what ww posted I looked at the bootlogs that included it. It appeared to be loading with sound and multimedia drivers, but I couldn't draw any firm conclusions; just speculation.
