I have a compaq laptop running windows 95 and windows 2000, it says that 3 of the .sys files are missing when I try to start up in 95, if I start up in 2000 it just jams, how do I fix this with no operating system cd or disks?

"... with no operating system cd or disks?" is not the best position to be in if hoping to repair any version of Windows
Bootdisks for Win9x are readily available, but if you overwrite the Win2K boot area, you may be hard pressed to repair that issue.
You might try booting from a diskette and check if those files are in fact missing (or corrupted), and perhaps replace. It may be that the files are there, but the Win9x/DOS file, MSDOS.SYS - a text file containing the Windows PATH (and other configuration info) - no longer has the correct information.
Without the installation CDs, you are (were?) on borrowed time - I'm not sure if you can run the Win2K repair console from floppies - normally you would boot from the CD and attempt chkdsk or fixboot (or fixmbr), if I'm not mistaken
