I have had this happen to me a few times. Best I can Figure is the hard drive was set to the wrong type when windows was installed. Have you redetected the hard drive to the correct type? Another user seems to think it is a currupted Command Com. Anyone with a answer?

This problem can occur from many reasons:
Failed disk controller
failed hard drive
Incorrect BIOS setup
corrupted boot sys file on hard disk
corrupted Command.com system file
corrupted hard drive (due to virus)Try using your floppy Startup disk (make sure the write protection tab is enabled. If you can boot from this, try reading your hard drive. If you can read your C: drive, great! You just have corrupted system files. Use an antivirus program to check for virusses.
If you get an error trying to access C:, try rebooting your PC and going into your BIOS setup. Make sure that hard disk selection is set to Auto mode. If that isn't your issue, then you have a serious problem. Either a failed hard drive, failed hard drive controller, or a BAD virus which killed your hard drive.
From the floppy try running FDISK. Do not change anything, just check for current partition information. If you can read the partiton information (or get "no partitions defined"), then your disk controller is probably OK. However, if you did get a "no partitions defined message, then your hard disk has been erased. You would then need to redefine partitions, format, and setup your drive from scratch. sorry. :(
If you can's even boot from your floppy using the Win9x Startup disk, then I would say your disk controller is bad.
If you have a failed disk controller, you need to buy an add-on card or new motherboard.
If you have a failed hard drive, you need a new one.
If your system is just corrupted you can try running the SYS program from the floppy - SYS c: .
