missing MSIMN.EXE file

every once in a while if i try to open some particular program i will get message saying my MSIMN.exe file cannot be located and ask me if i want to try to locate it (which of course i cant) so i run a diff program.

I Yam TIRED of this so does any one know where i might obtaine this idiotic file? ( i know its need to open Outlook Express...but I ARE A 'Netscape' girl!!- so i dont need outlookexpress, and hence i do not have it installed)

just reinstalled Outlook express, making sure it is not set as your default mail reader. You can reinstall it from the Add/Remove section of Control Panel, Under windows Setup tab.
