Missing msiexec.exe

OS: win 98
CPU/Ram: 450/256
Comment:

Have no idea why but it seems that i am missing msiexec.exe.
If i try to use Word or any MS program i get a message saying Windows installer not there. When I tried to reinstall MS Office 2000 I get the message Cannot Launch C:\windows\system\msiexec.exe.

Appreciate some help.
