I think I'm missing a lot of files from the Windows 98SE installation CD I have. It's the real thing, there's the Microsoft hologram on top of the CD and on the side of the computer there's the product ID sticker with the correct serial number. It's probably been used before, because this computer was used when I bought it. I installed Win 98SE myself from that disk, but had some problems. I managed to get past those but now when I'm trying to install the driver for Realtek RTL8139 Fast Ethernet card, I can't complete the installation because the computer can't find 'arp.exe' from the Win98SE CD. I clicked "Pass the file"-button and there was at least 20 files which couldn't be found (eg. icmp.dll, Rapilib.dll, locproxy.exe etc.). Seemed odd that I didn't hear the CD running at all in the drive while I passed all those files. I searched the CD for those files manually and didn't find any of them.
Sometimes when I'm installing new devices the OS can't read any of the two CD drives I have. I get a big white error message telling those drives can't be read from. This puzzles me, both drives (LG HL-DT-ST CD-RW GCE-8520B and LITE-ON DVDRW SOHW-1653S) work perfectly well everywhere else. I really need that net card. It isn't even a new thing, it was installed in this computer already but I didn't have the driver files before. The previous owner said he didn't need any drivers for it, that seems odd. I used Everest Home Edition to detect which net card I had. It showed me it was the Realtek RTL8139.
When I look at the Control Panel/System I see Realtek there, and it says it's working properly. But when I reboot the system I get error messages before Windows starts saying I'm missing these files: vnetsup.vxd, vredir.vxd and dfs.vxd. After that, in Windows, there's an error message: DLL-library can't be loaded: msnp32.dll file not found. What to do?

arp.exe should be in NET8.CAB, so first off, do you have that CAB?
If not, there's something missing.
If you've got it and the other 77 CABs, you may need to extract files 'by hand'.
After checking to see if the CABs are there, I recommend you copy to HD. And since the extraction utility syntax is such a pain, I use this .BAT:

Trust me! The files are not missing.
The installation of the NIC was not completed correctly and you do not have the correct settings in the Control Panel/Network window. Check the following site for help:

When it says it can't find the files, browse to X:\win98 where X: is the cdrom drive letter containg the 98 cd. It may be looking in the wrong place.
Also sometimes windows gets confused about a file's location and may ask you to insert the 98 cd when the file is actually located separately on the hardware driver disk. You may need to browse it to find the file.

M2G's got the right idea about copying to HDD. When installing on a new machine (after FDISK/Format), I just copy the contents of the Win98 folder to a directory on the HDD and leave it there for installation and whatever else needs to come back and find .cab files (unless it's a machine with a small HDD). It saves digging up the CD-Rom every time and makes for a quick reinstall just in case...

With the Win98 folder on the HD you can also Add/Subtract features without the CD.
In fact you can go further and make Windows always look to the HD for the above by changing the install source here (if you are a registry person):

The CAB files opened up with WinZip and I extracted the CABs net7, net8, net9 and net10 to a folder on the HD and when Windows asked for the files, I chose that folder and zap! The installation was completed. After that I had to manually add some files to windows folder because Windows wouldn't start anymore (except in safe mode). After that the "Network"-icon appeared on the desktop and everything seems ok! Thanks again! :)
