Have you tried extracting any of them from your CD with the SFC tool?

In System Information got to TOOLS menu along the top, click on it and in the drop down menu is System File Checker

... or more simply, just open the 'run' box on the Start Button and enter SFC
How do you know you 'need' them? It might be that you either just need to install some Windows feature, or else put the Win98 CD in the drive when the system is looking for those files

That's an odd way of saying it - system.ini is a configuration file (text) - there may be references to files there, but the actual files need to be on your hard drive - Windows usually takes care of system.ini

everytime time i boot up te black DOS screen apeears and tells me all the .vxd files are needed triewd to use sfc but could not find the correct cab fileto chech there are so many
also same applies for dll's.xstation

You can only use sfc if you can boot to Windows.
You just put the file names in and it does the rest.If you can't get to Windows (as it would seem) and there are that many files missing then you should re-install Windows. You can do this from DOS without losing your programs or data.

You don't need to specify a particular cabinet file, just point SFC to the folder on the CD (or wherever) - usually 'Win98' although Windows 'should' remember where it was installed from
You're giving us (very) random glimpses into what appears to be a single overriding issue - it'd be better if you could describe the entire situation, as there is likely a simpler fix than the ones you keep coming up with

Yes, it is better to stay open minded about the best fix to whatever problem you are experiencing.

Hello, well I am another Winows 98se user, I deleted some programs and I guess I deleted something I shouldn't have because mine says: Cannot find a device file that may be used to run Windows or Windows applacation
The Windows registry or SYSTEM INI file refers to this device file, but the device file no longer exists
if you still want to use this application assocated with this driver file try reinstalling that applaction to replace the missing file. then you click enter and it goes like regular to windows but then it says:The SHELL.32.DLL file cannot Start check the file to determine the problem then after you click that then it says this program has performed an illegal operation and will be shut down. If the problem persists contact the program vender. This is my computer and has been my computer since 1997 it came with Windows 95 and we updated to Windows 98se in about 2000 I think, I have all the disks that came with it trouble is it wont read the cd or floppy What in the WORLD did I DELETE? HELP Thank You for anything you can do for me,

Few people will be looking at this old post now (I only marked it because I'd input to it).
I would raise a new post by selecting "Windows 95/98" at top left then use the form at the bottom of the big white page with all the posts. That way it will be at the top of the pile.
I think the file is shell32.dll (not shell.32.dll) and possibly that's what you deleted.
There are various ways forward but we need to get your floppy & CD working first. Deleting files should not stop the floppy or CD working (although it can wreck Windows a treat). You will need a bootdisk (floppy) in order to make the CD work from DOS.
If you haven't already made a Startup Disk sometime, then you can download a W98 bootdisk from www.bootdisk.com (you "create" the disk, don't just put the download on the floppy). Get that handy before your new posting.
