Here's a suggestion that I found:

More advice I found: I experience the same problem with MS Office 2000 "can not find MS09.DLL". I resolved it the following way: 1. go to control panel 2. select "add/remove programs" 3. select "MS Office 2000" 4. click "add/remove" (ensure cd software is inserted) 5. finally select "repair/install"
Quite a few suggestions are found in this post: http://computing.net/windows95/wwwboard/forum/9145.html

Hello,
When dll's go missing it sometimes best not to worry too much about what has happened but to put the system back as best as possible.
We would suggest that you install Office software completely.
Go to Control Panel and select Add/Remove Software.
Select Office 97 from the list and click the Add/Remove button.
You should now see a number of options regarding installation.
