Missing backgrounds tab in display prop.

Why is the backgrounds tab in display properties missing? I can't make any changes to the desktop background. This problem was in win 95.
I upgraded to win 98 SE hoping it would correct the problem but it's still the same.

it sounds like a registry value
which would carry over with an update

Try this first...

Start - control panel - add/remove programs -
hot the windows setup tab, 2x click accessories. Is there a check in the desktop walpaper box?
