Massive packet loss Ever since I formated

Hello

I'm having huge amounts of packet loss ever since I formated my computer. I have a cable modem,and I mainly use it for games. Ever since I formated my computer 5 weeks ago I've had nothing but bad packet loss on 3 different games and servers. My ping seems to be fine. I've had my cable company run a check from their end and everything looks fine. I've had a tech come out and test my modem, sure enough it works fine. I've even taken my modem to a friends house, and it worked fine there.

I'm not an expert, not even close when it comes to computers. I can't figure out what the problem is. I'm sure its somewhere in the settings, I had the tech talk me through step by step and reconfigure my internet network so I know its not a problem there. Is it possible that when I formated windows changed something somewhere else that would cause me great packet loss? The problem I get is my packet loss will stay around 25% then move up until it hits 99%, shoot back down to 25% and start the whole process all over again. I'm dieing for help and I would appreciate any suggestions, I'm desperate here.

Since you formatted and reinstalled Win98 you probably have an old version of dial up networking. Dial-up networking 1.2 or greater is supposed to fix the packet loss for people with ISDN, CABLE, DSL, etc.
