I need to install Windows 98 on a laptop from an external USB cd drive (an HP 8200. To accomplish this, I need to make the USB CD-ROM drive bootable.
Also this laptop's internal cd-rom is physically broken, however the PC still detects and assigns a letter to the useless drive. If this is known to create additional problems please let me know.

You may need to enter into the BIOS and disable the onboard CD-ROM and also change the boot sequence to CD-ROM,A,C. if the BIOS has those options. You will need to navigate around the BIOS to find where these settings are. After making the changes if any exit and save your settings.

You are going to have a little problem with this idea. You need an OS on board to operate the USB. It will not come up from the bottom as a boot drive. I am not aware of any drivers that will operate a USB from DOS.

i am almost certain that you can use USB with PCDOS2000, or at least there are drivers maybe for it....although I imagine it would be hard to round up
