Hey,
For lack of a proper forum, I just decided to post this question here. I have a 400 mhz AMD K6, 128 RAM, ATI Rage Pro 4MB card. I am having trouble viewing movies since all media players I've tried can't keep up in frame rate with higher resolution movies. Is there a program out there to lower the resolution of an .AVI file?

I'm not sure, but check out Temgenc and Virual Dub. One of those two might.

Try DivX Player. It is written specifically to read and play avi 'es, though it can handle other video formats too.
Am pretty sure your hardware is more than sufficient to play avi files effectively.

My 450 struggles unless i shut everything unecessary down also i found quikview pro to be very fast even in a window

My pc usually plays avi better than mpeg, unless its divx then it does struggle, i find the div x player sound quality isn`t that brilliant, although avipreview is very good: www.avipreview.com
My pc really hates .mov files but as quikview plays them ok and i don`t often get them thats ok by me
