lost dll files

unable to load IE, Encarta. "The download of files was successful, but installation failed." For encarta, "wininet.dll linked to missing export SHLWAPI.dll: url canonicalize A.??? Missing dll files seem to be the problem. How do I/can I reload all dll files?

kust possible that this is one of those installs which tries to write to source (cd or website). sometimes you have to 'save as' the install exe to your local drive and run it from there.
