Use a Windows 98 Boot Disk. It contains the generic dos drivers to run the CDrom to start setup. If you have a proprietary non-IDE CDrom, you will have to find the correct dos driver to enable the controller card. You can obtain a Windows 98 Boot Disk at www.bootdisk.com

What I did when I recently had this problem is to buy a new CD Drive that didn't need drivers loaded to install windows. Don't know if it would work for you or not.

I think what Duane means is that his PC supports booting from CD-ROM because, other than a SCSI CD-ROM with and a card with an onboard BIOS, there is no such thing as a CD-ROM that does not need DOS drivers to work.
Look in your BIOS to see if you have this option, if it's less than a couple of years old it probably will.
