Lines & Dots on monitor display

There are lines and dots on my monitor displays ( output). I have changed monitors , but the problem remains. Any suggestions ?

Sounds like incorrect video settings.
At the Starting Windows...... press the F8 key and start windows in safe mode and change the settings to ones which the video card and monitors support.
