laptop:Win98SE cannot resume from standby mode

I have a laptop running Windows 98 SE. When I put the PC to standby mode or using power management settings, it cann't resume or restore to normal operation, not matter what key I press. The HD LED flashes, but the display is always black and I have to turn off the power using power button and turn on the power again. I have adjusted power management settings, but it has no differece.

I have a toshiba laptop. If it's anything like mine and you have boot password it must be typed in when it goes on standby. Don't know if you've tried that but....
