laptop wont load external cd-rom

Hello!
I have a hewlett packard laptop 300mhz/48mb ram with an internal floppy drive and external cd-rom.
The problem is my external CD-ROM will not be recognised by windows 98. it cannot be seen in 'My Computer'. The cd-rom itself is an "addonics pocket CD - 2" (says on the box) and is conected via the pcmcia slot if you require screenshots etc or anything please ask as i am dumbfounded as to why it will not be recognised. if you can help please do as i have been at this for the past 3 days.

yeah windows picks up the card
but it wont pick up the cd-rom drive, i have some screenshots to show you. you see the pcmcia card recognises there is a device there, but the computer wont display it under my computer...
