Laptop Win98 Wont Boot, VxD not Valid

I have a Toshiba Satellite Pro 4300 series Lap Top. Windows stopped to work after I installed new memory. I tried reinstalling windows but now I can get it to work. I keep getting the following message (I tried my best to translate it to english as it is in spnish):
The dynamic link VxD is not valid to no. 3 device service B. Your Windows configuration is not valid. Run the installation again to correct it.

Any help would be greatly appreciated.

Yes the installation finished, and when it reboots the message comes up. Yes I can log on in safe mode.
Any Ideas??

Click on My Computer then your C: Drive.
Select the Windows folder.
Scroll down to the system.ini file and click on it.
Is it empty?
