I am trying to setup my computers on a network. I have successfully shared my Cable Internet to my Desktop (via wireless) and my laptop (hard wired to router).
My desktop has Win 98 and laptop has XP Pro. Both computers see each other on the network within the workgroup, but when clicking on the laptop computer (from the desktop), I get a no permission error. I have setup an account on my laptop matching the login I use on my desktop. When I click on the desktop from the laptop, it asks for the access password, but when I click ok, the laptop just sits there and never opens the shared folder on the desktop.

Have you set the workgroup name on both the computers to the same name?

I just found that my WMI is corrupted, but none of the fixes I find on the Internet work. I would assume WMI is necessary for networking to work. Any idea?

No I don't think WMI is likely to cause the fault you are having.
It sounds more like your requests are being blocked by a firewall. You'll need to add the other computer into the trusted zone.
