Not sure whats wrong, I'm re-installing my 95 software and the setup screen pops up but my keyboard stops working...

The arrow keys nor the enter key works... nothing works on the keybord... but yet the 3 littlel ights on all keyboard flash at the beginning so I know it's connected properly but... I don't know why it isn't working...

How can I fix this or at least begin install the software...

You need to try a different keyboard that you know is working. This way you will know if it is the keyboard or maybe the keyboard controller on the motherboard.
