Keyboard language settings screwed up

Hello everyone,
The user switches between french canadian and english canadian keyboard language settings. However, now the french dead key for accent agrave now prints two accents instead of waiting for the user to select a letter after. Also the number pad doesn't work.
Anyways, what I'm really looking for is if anyone has any idea what files I could reload for the keyboard language settings? Or where it may be in the registry? I've already removed and added back the languages under control panel/keyboard.
