Is a 4x DVD drive faster than a 32X CD ROM drive?

Is a 4x DVD drive faster than a 32X CD ROM drive?
Also can I attach a DVD drive from an HP system to another system. Will it work if I do that?

A 4x dvd is about the same speed as a 32x cd rom although some manufacturers vary from this. But it is usually safe to assume that a 4x dvd is around a 16x to 32x cdrom still fast for todays market.
