Ip distribution help

Hi, I am not a very experienced network guy so I'll just tell the problem as simple as possible:
I use cable internet and I have 2 two IPs. I have 4 computers. What I did was to have IP#1 go to one PC and the IP#2 to a router and then to the rest of the computers. I just got a new P4 and I was thinking of moving the IP#1 to the new PC and the rest 4 PCs to IP#2 through the router. (I did this so my new pc can use bittorent, and I don¡¯t care about the rest)
Here comes the problem. My new computer only seems to take ip#2 and the router also only takes ip#2. So there is a conflict when ever I try to go on internet (either one of the computer works or none of them work). I was thinking if there is any way to distribute the 2 IPs to a certain computer. Like IP#1 to my new PC and the router still taking IP#2 or letting router take IP#1 and new PC take IP#2.
So the main problem is how to force the IP#1 to my new PC or force IP#2 to the router
