Well if you are using inferior technology(Dial-Up) then this is common because you arnt connected 24/7 like i am (because i have cable) and also some ISPs make it so u have the same ip when you log in with your username but obviously your ISP doesnt bother with that.

Most ISPs will have you configure the connection to use a server-assigned IP address. The ISP may also automatically provide DNS and (if necessary) WINS information or may have you enter the information manually. You will almost never need to enter any WINS information. The IP header compression and default gateway options are typically left at default.

Well the reason for this is because of how the isp handles your area. An ip that changes all the time is because its using whats called a dynamic ip address. Theres also static ip's that some services have that you always get the same ip.
