Who issues ip addresses. i seem to get alot of alerts on zonealarm. can your ip address be changed.

If you are on a dial-up internet connection, your IP address will probably be dynamically assigned every time you go online, i.e. it will change every time you go online.
If you use an 'always on' internet connection, then your IP will be assigned by your ISP but will NOT change.
