For no apparent reason IE5.5SP1 began not seeing files for download. Could access the internet and websites fine but could not download anything. Thinking it might be an Internet Explorer problem I reinstalled it then the problems really began. Now the computer while loading windows ends with the following:

65F21FCB 00000001"Windows will not load completely. Using bootdisk I can boot to DOS, however it will not read either drive c or e(cdrom). Computer will not boot into safe mode and running scandisk from DOS reflects no errors. I've screwed things up before just messing around , but when this first began (IE5.5 no download ability) I was doing nothing out of the ordinary. I am at my wits end - HELP!!

Sorry for the length of this -- we have been having the same problem as John (but without having used IE first), and it is *stubborn*.
We have been getting an error message when attempting to start up our computer that runs on Win98 SE. The message occurs at a point after the wallpaper appears, but before the taskbar and desktop icons appear. The message is like John's, except for a different code number for the fault.
When we close the error message, we just have the wallpaper on the screen and have to enter control-alt-delete to restart or shut down.
We checked several help messages at Microsoft's site and at . Some seemed to get us closer, but none worked in the end. Here are the suggestions we followed and their result:
1) Suggestion: There may be a Win95 version of Explorer.exe in C drive, which can be altered or deleted.
Result: We checked to see if Explorer.exe was in the C drive (outside of C:\WINDOWS) with a date stamp suggesting it was a Win95 version. By going into command-prompt mode and looking at dir /p in the C drive, we found there was no such file. Therefore, we could not delete it, or rename it (as Microsoft suggested).
2) Suggestion: Use a Win98 CD to extract "healthy" dll files to the C drive - or even extract Explorer.exe itself.
Result: We are able to copy these files in command-prompt mode by going into c:\windows\system and renaming shdocvw.dll and comctl32.dll, then going into c:\windows\options\cabs and extracting those files from the Win98 CD, then copying them back into c:\windows\system. Upon restarting, the Explorer.exe error message is still there. Same thing when copying Explorer.exe from the CD to c:\windows.
3) Suggestion: Restore the registry from a version that was backed up.
Result: We were able to do this in command-prompt mode by entering scanreg /restore at the c prompt, and select a previous copy of the registry with a date prior to the problem. Upon restarting, the Explorer.exe error message is still there.
4) Suggestion: Reload Win98 from the CD.
Result: We are able to boot the computer from the Win98 CD and get partially into the process of reinstalling Win98. However, we then get an error message that says Win98 is already on the computer and unless we are installing an upgrade to Win98, we can't go further.
5) Suggestion: Edit the system.ini file to go into Program Manager.
Result: We are able to use command-prompt mode to get into c:\windows and edit the system.ini file so that we change shell=explorer.exe to shell=progman.exe. Then we restart and get to the Program Manager, including the browse function. But then we are unsure what to do next. One suggestion was to browse to c:\window~1 to reach the Ie5setup.exe file, but there is no such sequence or file.
6) Suggestion: Edit the system.ini file to go into the Win3.1 File Manager.
Result: We are able to use command-prompt mode to get into c:\windows and edit the system.ini file so that we change shell=explorer.exe to shell=winfile.exe. Then we restart and get to the File Manager and can navigate around the various areas of the c drive. We also can open Explorer by double-clicking explorer.exe from within File Manager and do some basic activities. That is very interesting and further than we've gotten yet, but does not fix the basic problem of the Explorer.exe message when we attempt to start the computer in the normal way.
7) Suggestion: Edit the system.ini file as in Suggestion 6 (to set up File Manager), then try reloading Win98 from the CD as in Suggestion 4.
Result: We haven't tried this variation yet, but will.

Editing the system.ini file by changing shell=explorer.exe to shell=progman.exe and then entering program manager then going to c:\window~1 to the Ie5setup.exe file and doubleclicking this file thus reinstalling IE5 cured my problem. Note you must reedit the system.ini file after reinstallation to change shell=progman.exe back to shell=explorer.exe - however, I'm back to the original problem that started all this - explorer will not download files. Anybody have any ideas?
