I have been having problems with spy ware programs and pop ups. Now my america online will get past the 5th step. When I try to open the internet properties thru the control panel it disapears quickly. Please help.

I think SpyBot Search & Destroy has an option to disable the IE control panel. If you have SpyBot it would be worth checking to ensure you haven't elected for such an option.
