When I click on any of the IE icons, (desktop or start/programs) nothing happens. I need help in getting this fixed. It's a laptop with Win95 and IE4. I tried to re-install IE, but an error message stating that it can't install comes up.

The 1st area reads: Setup has detected a newer version of Internet Explorer 4.0 already installed on this system. Do you want to proceed with the installation?
After clicking "Yes" and proceeding, it reads: Setup could not verify the information needed for installation. Please make sure your system clock reflects the current time, and then run Setup again.
After clicking "OK" it reads, Setup was unable to download all the required components for this installation. The Internet is likely busy. Please try setup again later and select Smart Recovery to continue downloading.
I'm trying to install this from an Internet Explorer CD, not from the internet. As of right now, I don't have it connected to the internet either as it is a laptop that I'm trying to get up and running.

I also tried the internet repair tool, but when clicking on IE on ADD/REMOVE programs, I get a message that I can not uninstall as no backup information regarding previous versions of IE exists on this machine. You can however perform one of the following two tasks:
Add a component and Add the Windows Desktop Update component from the Website.Clicking on Add a component does nothing and I don't have internet available yet.
