Internet Explorer Tools Menu

When I try to access Internet Options from the tools menu of Internet Explorer I get the message:-"Restrictions;- This operation has been cancelled due to restrictions in effect on this computer.Please contact your system administrator." I am not on a network. How can I put this right? I can access my internet options OK via Start>Settings Control Panel.

I'm pretty sure there should be an easy fix for this, but try to repair it. Go to Start->Settings->Add/Remove Programs and choose IE. Then choose the option to repair. Have your windows cd ready.
