Change your home page.
Tools - Internet Options
Choose one that doesn't have popups.

Here's another suggestion. I found a great toot called POW, made by AnalogX. It is very small and it runs in your system tray. It is a spam blocker that allows the user to indicate which windows are blocked. You can download it at www.analogx.com. After it is installed, open IE. When both windows open, click on the POW icon in your system tray. It will show both windows as open, simply double-click the windows you don't want to see anymore. It will move to the upper display panel and POW will shut it down every time it tries to open. Let me know how you like it.

Also, make sure your virus definitions are up to date and do a scan. There are a few trojan programs out there that are for pop up advertisements, and everytime you goto a site that includes some keywords, a pop up will occur. Most of the pop up blockers will not prevent this, so if you try a pop-up blocker and still have this occur, then it could be one of these trojans. They are also easily removed. Good Luck.
