when I try to start Windows 98 the computer goes to the C prompt, begins to run scandisk and then brings up the message "An internal stack overflow has caused this session to be halted. Change the STACKS setting in your CONFIG.SYS file, and then try again.
I have tried this to no avail, help

Run msconfig and uncheck config.sys then apply and restart. See if it still produces the error and let us know.

How? indeed !
no windows, no msconfig.
But you don't need msconfig to by pass config sys and /or scandisk.
Use F8 or hold ctrl, to get to the boot menu and select safe mode command prompt only.
Rename config.sys to config.sav or similar, if you want to bypass config.sys on a later bootup.
To bypass the auto running of scandisk after bad shut down, edit msdos.sys to add a line at the end " AutoScan=0 " (without the quotes ).
You'll have to use the attrib command ( attrib -h -r -s msdos.sys )to get msdos.sys out from under hidden, system, and readonly attributes.
IF all goes well boot to safe mode windows and run SCANDSKW.exe to make sure the disk is okay, then sort out the other problems.
